Animal rights advocates discuss legislation to protect animals in Texas

SAN ANTONIO – Animal rights advocates are focusing on legislation to help animals across the state.  

The Texas Humane Legislation Network, which promotes humane treatment of animals through education, advocacy and legislation, held a meeting in San Antonio to discuss two House bills it’s focusing on this session.

House Bill 1156 would help strengthen tethering laws in the state and provide basic protections for dogs permanently tethered at home, including requiring mandatory food, water and shelter for them.

House Bill 1357 would help strengthen penalties for violent offenses against companion animals.

“I think more and more people are becoming aware that animals are part of our society, and they are defenseless and they do require our voice,” said Laura Donahue, the network's executive director.
