All three have been indicted on conspiracy and bribery charges.
Rogelio Mata's resignation comes the day after he voted to order a recall election for himself, Lopez and Councilman Marco Rodriguez. His final vote was to bring Crystal City ISD Board President Ray Espinosa on as the city's temporary administrator.
Now only Rodriguez and Councilman Joel Barajas remain on the City Council.
Rodriguez has been indicted on charges of transporting undocumented immigrants.
