Man in custody after fatal shooting on East Side

Victim found shot in head outside apartments on East Houston Street

SAN ANTONIO – Police did not have to look far Tuesday to track down a man in connection with a fatal shooting outside an east side apartment complex.

Jose Cisneros, 34, was hiding in the same complex, police said.

A neighbor called 911 around 5:45 a.m. to report that a man had been found shot in the parking lot of the apartments at the corner of Gevers and East Houston streets.

The victim, a man in his 40s, had been shot in the head, police said.

SAPD investigators said they collected information that led them to an apartment where the suspect had barricaded himself.

"Before we had even made contact, he had tried to barricade himself by putting some physical barriers behind the door. So it made entry tough," said Sgt. Jesse Salame of the San Antonio Police Department.

Cisneros eventually surrendered after SAPD SWAT officers and negotiators were called in.

A dog in the same apartment, however, would not give up, Salame said.

Police described the animal as vicious and said neighbors told them that the dog was aggressive.

"We tried everything we could. We had Animal Control out here. They tried everything they could to take that dog without having to put it down," Salame said. "But we were unable to do anything about that."

Officers shot and killed the pit bull.

When asked whether he committed the crime, Cisneros said, "I'm not going to answer yes. I'm not going to answer nothing to that. What I am going to say is I did not like the way the officers handled me, the way they expressed themselves, the way they killed my dog."

As of late Tuesday afternoon, it was unclear what relationship, if any, the victim and Cisneros shared.

Police believe that Cisneros lived at the complex but the victim didn't.

The complex was the site of another fatal shooting in July 2013 when a 19-year-old woman was killed just feet from where the latest victim was found.
