SAN ANTONIO – A mediator for negotiations between the city of San Antonio and the San Antonio Professional Firefighters Association declared the two at an impasse Monday.
The two had been in court-mandated mediation since January.

At the center of the dispute is the 10-year "evergreen clause."

The fire union's collective bargaining agreement with the city expired Sept. 30, 2014, but because of that 10-year "evergreen clause" in the contract, the terms and benefits continue until 2024.
“We can confirm that the mediator declared an impasse today,” City Attorney Andy Segovia said in a statement. “Both parties are bound by the confidentiality obligations related to mediation.”

In a letter to members of the fire union, leaders said, “This mediation process offers no further opportunity for coming to a mutually beneficial, financially sustainable and approvable contract.”
