MIAMI – Tropical Storm Helene has formed off the eastern coast of Mexico, according to the National Hurricane Center in Miami.
In the NHC's 10 p.m. advisory Friday, Helene was about 65 miles east of Tuxpan, Mexico and 125 miles southeast of Tampico, Mexico. It had maximum sustained winds of 40 miles per hour and was moving northwest at 7 mph. This motion is expected to continue for the next day or so, the NHC said.

Some strengthening is possible before Helene moves inland, with weakening once it makes landfall.
A tropical storm warning has been issued for the coast of Mexico from Barra de Naulta to La Cruz.
