Officials said the man appeared angry and as if he were under the influence of a controlled substance.
A dive team was called in to assist in getting the man out of the lake.
After hours of swimming, just before noon, officials were able to pull the man from the water.
Hermann Park was recently the site of more than a dozen Kush drug overdoses.
Since then Houston police have been working to clear drug use and crime from the park.
