Bexar County grand jury indicts man on two capital murder charges

Jose Baldomero Flores III also charged with arson

SAN ANTONIO – A Bexar County grand jury on Tuesday indicted a man on two capital murder charges and arson in connection with the deaths of two women.

The Bexar County District Attorney’s Office said Jose Baldomero Flores III, 36, sexually assaulted and killed Esmeralda Herrera in 2011 and Heather Willms in 2005.

Flores also set Herrera’s apartment on fire after the slaying, the DA’s Office said.

He was arrested in 2011 for Herrera’s slaying, but the case was rejected for further investigation.

The DA’s Office reopened the case in 2015, collaborating with police and Texas Rangers on the investigation, which led to Flores’ arrest in November 2016.

If convicted of capital murder, Flores could be punished by death or life in prison without parole.

Flores could face up to life in prison and up to a $10,000 fine on the arson charge.
