City Council approves tougher rules to dockless vehicle pilot program

Hours of operation limited from 6 a.m. to 11 p.m.

SAN ANTONIO – The San Antonio City Council on Thursday approved several changes to the dockless vehicle pilot program.

Among the changes recommended by the City Council Transportation Committee are:

  • The vehicles may only be operated between 6 a.m. to 11 p.m.
  • Permit holders are required to make the vehicles inoperable after 11 p.m.
  • Dockless vehicles parked in prohibited areas or blocking ADA facilities may be removed without warning. The impoundment fee will not apply.
  • Dockless vehicles will be removed to accommodate special events, construction and maintenance work performed by the Public Improvement District.

A temporary cap has stopped the city from issuing permits for dockless vehicles. There are 14,000 dockless scooters and bikes with permits in the city.

The changes to the pilot program, which was approved in October, go into effect Tuesday.

The City Council vote was 10-1, with the lone dissent vote coming from District 5 Councilwoman Shirley Gonzales.
