SAN ANTONIO – A Judson Independent School District board member is facing a charge of driving while intoxicated with a blood alcohol content of .15 or higher, according to Bexar County court records.
San Antonio police arrested trustee Debra Eaton in December 2023, but at least one Judson ISD board member told KSAT Investigates they didn’t learn of the charge until this month.
An officer pulled Eaton over on FM 78 after 9 p.m. on Dec. 19, 2023, because her car was swerving, according to a police report.
According to the report, Eaton told the officer she had one drink. The officer said he could smell alcohol on Eaton’s breath, and noted that her speech was slurred and her eyes were bloodshot.
Eaton agreed to have her blood drawn after having a “difficult time blowing into the intoxylizer,” the report states. She was booked into the Bexar County Jail on Dec. 20, 2023, and was released the same day.

According to Judson ISD’s board policy, a board member could be removed for “intoxication on or off duty caused by drinking an alcoholic beverage.”
KSAT Investigates asked Judson ISD school board President Susan Kenoyer if there are plans to remove or censure Eaton for her DWI arrest.
“It is my understanding that this matter is working its way through the legal system,” Kenoyer said in an email.
KSAT Investigates reached out to Eaton several times for this story, but she did not respond.
Eaton made headlines in October after a heated confrontation with another board member during a public meeting.
During that meeting, the board was in a disagreement over the district’s proposed academic goals.
While trustee Monica Ryan pushed back, saying that the entire board did not agree on that goal, Eaton interrupted.
“Ms. Eaton, I said we’re all going to go back and watch the video,” said Ryan.
“I didn’t say sh-t to you, so shut up!” Eaton responded.
She’s been on the board since May 2017, and her current term is set to end in May 2025.
Online records show Eaton is expected to appear in court next month.
