According to police, two vehicles hydroplaned in the wet weather prior to the crash on Wednesday morning. Bustamante lost control and crashed into those vehicles, causing a chain reaction, police said.
Emergency crews extracted Bustamante from the vehicle, but he was pronounced dead at the scene.
The westbound lanes of Loop 1604 were closed for several hours.
