Kirby Senior Center executive director accused of stealing thousands from facility, elderly

According to affidavit money stolen from bingo games and potlucks

KIRBY, Texas – Unaccounted money from the city of Kirby’s Senior Center led to the arrest of the center’s executive director.

Norma Reyes Hamby, 66, is now facing four charges, including theft, destruction of records, financial abuse of the elderly and misapplication of funds.

The investigation began on June 1, 2020, after the Kirby Senior Center Board president reported to Kirby police that he had found two rental receipts but that the money was never deposited into the center’s account.

When investigators asked Hamby for paperwork, she told them she had shredded and destroyed all rental agreements due to them having personal information on them.

According to the affidavit, searches of financial documents found numerous rental agreement cash transactions were unaccounted for and close to $5,000 was taken.

The affidavit also revealed that elderly witnesses started to come forward about Hamby’s treatment of them. They claimed they were being forced to pay for meals that were supposed to be free, that she allegedly charged them to pay for potluck dinners they provided food for and was possibly pocketing money from bingo games she organized.

No receipts or transaction records were ever found for money collected for bingo games or meals.

According to the affidavit, Hamby is accused of stealing more than $7,000.

Hamby’s bond was set at $40,000, $10,000 per charge. She made bond Thursday morning and was released from jail.

A court hearing has not been scheduled until Hamby is indicted.
