Records: Suspect was convicted of exposing himself to a child

SAN ANTONIO – San Antonio police have arrested a 67-year-old man accused of frequently exposing himself and masturbating in public in a Northeast Side neighborhood.

Fleance Collins was booked on Sunday night and charged with indecent exposure, records with the Bexar County Jail show.

An arrest warrant affidavit states that a homeowner in the 4600 block of Pintoresco St. had seen the man “completely naked” on her property multiple times.

When she called the police, officers were unable to find the man naked themselves, the affidavit states. She then bought surveillance videos for her home.

In a video taken on Sept. 17, the man was seen naked on the homeowner’s back porch, the affidavit states. The video showed the man walking up to the camera and starting to masturbate, police said.

Police said that Collins is a registered sex offender and was convicted of exposing himself to a child.

Records show his bond was set at $3,000 and he remains in the Bexar County Jail.
