SAN ANTONIO – San Antonio City Council on Thursday approved a funding agreement with the Texas Department of Transportation (TxDOT) for a bike lane project through downtown.
The Market Street Cycle Project will install a nearly one-mile, two-way cycle track from Flores Street to Interstate 37.

The route for the new lanes will include Dolorosa, Market, Alamo and Commerce streets.
An advanced funding agreement (AFA) “negotiates an agreement that determines which party is responsible for conducting work, providing funding or contributing items in-kind,” according to TxDOT’s website.
The bike lanes will be separated, meaning pedestrian improvements will come as part of the construction, according to city documents. The city will design and construct the improvements using TxDOT funds, according to Thursday’s council agenda.
Specific improvements on the project include:
- Bike lane construction
- Upgraded traffic signals
- Bicycle and pedestiran safety lighting
- Signage
- Pavement markings
The project, currently in its design phase, is expected to begin in the fall of 2026 and be completed by winter 2028, according to the city.
Some TxDOT funding already exists. In November 2023, 83 projects received part of $345 million in grants for safety and mobility projects. Seven projects across the San Antonio area, including the Market Street project, received funds.
Funds totaling nearly $16 million was sourced from TxDOT’s Transportation Set-Aside Program to cover the full estimated cost of preliminary engineering and construction.
Cycling infrastructure and equitable design in San Antonio has been padded this year with the passing of an updated Complete Streets policy and Vision Zero plans.
The city’s Bike Network Plan, set for a council agenda in late January, was approved by Planning Commission this week.
