FLORESVILLE, Texas – The Floresville City Council voted 3-2 on Thursday in favor of terminating its city manager, effective immediately.
Floresville City Manager Andy Joslin has been accused of allegedly misusing city funds, city officials said.
Councilwoman Beatrice Marroquin raised concerns about Joslin’s handling of city funds, particularly regarding elaborate employee parties. She cited a 2023 Christmas party and an end-of-year event for the 2024 fiscal year, which cost a combined $10,331.
Marroquin said the $10,331 significantly exceeded the $7,142 for employee appreciation expenses.
“These luncheons and these gifts should not come from city funds,” Marroquin said during the Thursday meeting.
Marroquin criticized the extravagance of the events, noting that they included high-end gifts such as big-screen TVs, ice chests and numerous Bath and Body Works products. She also said one gift card alone was valued at $300.
At the meeting, Joslin defended the money spent, claiming that Marroquin was aware of the purchases.
“You participated in the meal. You participated in handing out gifts. You participated in awards,” Joslin said, adding that it had always been done that way.
“Never did I know that was coming out of public funds,” Marroquin said in response to Joslin.
In addition to the misuse of funds, Marroquin cited issues with Joslin’s performance, including low job evaluation scores, improper implementation of city policies and failure to follow proper hiring procedures. She also expressed concerns about unposted job positions and workers who were untrained for their roles.
“A lot of positions are not posted, and a lot of the workers that are promoted are not trained and not educated for the positions,” Marroquin said.
Despite Marroquin’s criticisms, not all city council members agreed with her assessment of Joslin’s tenure. One council member praised him for bringing the city back from a deficit to a surplus since he took office in 2019.
Joslin, for his part, maintained that he had fulfilled his duties.
Although Joslin was ultimately dismissed, Marroquin said she asked the Texas Rangers’ Public Corruption Unit to investigate his spending, raising questions about the extent of the alleged misuse of funds over the years.
“‘How much is the grand total?‘” Marroquin told KSAT on Friday. “I’m still trying to figure that out myself.”
