Perkins was gunned down after a fight at a party in the 6500 block of Hausman Road at the Aspen Heights student apartments near UTSA's main campus.
Police believe Hill was not invited to the party and was asked to leave.
According to police, he then opened fire and hit Perkins and another man who is recovering from his injuries.
Police issued three warrants for Hill's arrest and said his mother turned him in.
The arrest warrants were for murder, aggravated assault with a deadly weapon and for a home burglary unrelated to Perkins shooting.
