Will Rogers and Soapsuds is a landmark on the Texas Tech campus.
Traditionally, the statue is wrapped in red crepe paper prior to big games and sometimes wrapped in black to mourn national tragedies.
The officer has yet to be identified.
The student accused in his shooting death is identified as Hollis Daniels, a 19-year-old with ties to Seguin.
