The division was founded following the civil unrest in the wake of the death of George Floyd in Minnesota police custody. Harris, 61, a first chair prosecutor who has been with the DA’s office since 2002, has prosecuted dozens of high-profile cases. The division will focus exclusively on officer-involved shootings, custodial deaths and allegations of excessive use of force by law enforcement. Though law enforcement will continue to conduct investigations into officer-involved shootings and file reports with the DA’s office, a prosecutor and an investigator with the Civil Rights Division will also respond to the crime scene.

Christine Del Prado, the head of that division, revealed Friday the unit has 23 pending cases, 11 of them involving death. He led a chase for several miles, according to the DA’s office, and drove “all over the road, sometimes in the oncoming lanes of traffic” while the back door of the trailer was open. Reyes eventually crashed and jack-knifed the truck, totaling it. Reyes, who assaulted an Atascosa Sheriff’s Office deputy while he was being arrested, had previously been imprisoned for family violence, possession and tampering with evidence, according to the DA’s office.
