Meanwhile, a backlog of pre-holiday death certificates reported to the state Wednesday swelled to unprecedented levels the daily Texas death count from COVID-19, the illness caused by the virus. The 26,808 new cases reported Wednesday raised the total case count to 2,022,635, the Texas Department of State Health Services reported. The newly reported deaths raised the COVID-19 death toll since the pandemic first struck Texas in early March to 30,624.

Nearly 127,000 Harris County voters cast drive-thru ballots during the early voting period at 10 polling sites across the county, a safer option for some voters during the coronavirus pandemic. Collins decided to close most of the drive-thru options on Election Day because of continued legal challenges from a conservative activist and three Republican candidates for office. A federal judge earlier Monday denied that group's attempt to have the drive-thru ballots cast during early voting tossed out, but continued to file appellate challenges over drive-thru voting late Monday.

Ten percent of Harris County's in-person early voters cast their ballots at the countyās 10 drive-thru locations. The judge ruled from the bench after a hearing with plaintiffs, the county and numerous Texas and national voting rights and political groups joining Harris County to argue that the drive-thru program was legal under Texas election law. The Harris County Clerkās Office argued that its drive-thru locations are separate polling places, distinct from attached curbside spots, and therefore can be available to all voters. The clerkās filing with the Supreme Court in the earlier lawsuit also said the Texas secretary of stateās office had approved of drive-thru voting.
