A U.S. military watchdog says Navy officials lacked sufficient understanding of the risks of maintaining massive fuel storage tanks on top of a drinking water well at Pearl Harbor where spilled jet fuel poisoned more than 6,000 people.
This week’s ruling was the latest twist since cities and groups in Texas’ Rio Grande Valley sued to block the projects.
The federal agency has settled a lawsuit the Sierra Club brought over pollution from a coal-burning power plant. The agreement requires the EPA to weigh in on the state’s plan to improve air quality in Rusk and Panola counties.

As the most iconic figure in Sierra Club history, Muirs words and actions carry an especially heavy weight.
The 2-1 ruling was a setback to the presidents increasing reliance on the Pentagon to finance hundreds of miles of new barrier along the Mexico border. The president has tapped into Pentagon accounts for the remaining $10 billion, including the $2.5 billion transfer last year that the 9th Circuit said Friday was unlawful. In its ruling, the court said the White House lacked independent constitutional authority to authorize the transfer of funds from the military. The Supreme Court last year lifted the lower-court injunction without ruling on the legality of the administrations Pentagon transfers. It ended last January when the president dropped his funding demand for $5 billion, reaching into military accounts instead.
