Witness videos show Texas DPS trooper fatally shoot man after chase near San Antonio

KSAT obtained two videos from people who witnessed a Texas Department of Public Safety trooper fatally shoot a man following a pursuit that ended in a crash on East Loop 1604 and FM 78 on April 29, 2024. The man was later identified as Luis Navarro, 37. KSAT decided to share them publicly because they provide additional context to an incident where a person was killed by law enforcement. The information shared by authorities so far has been limited. KSAT has requested the body camera footage, but no DPS policy requires the release of the footage and the state agency has not said whether video from this incident will be released.
