City Council had hoped to get the ban back on the books by the end of July.

The ordinance affects the Comal and Guadalupe rivers within the city limits.

Voters approved the law in 2011 with 58 percent of residents giving the go ahead to enact the ban.

The issue has been tied up in the courts since a district judge ruled in March 2014 that the law banning cans and large coolers on the Comal and Guadalupe rivers is unconstitutional. In a 29-page decision, the appellate judges ruled last month that the tubing outfitters never had a right to sue in the first place because, based on previous case law, the district court didn't have the right to take the case.

Council asked city staff Monday night to come up with a strategy for educating the public.
